Romanian legislation in the field of green energy, the authorization process, the main players

Mr. Marcel CIOLACU

Prime Minister of the Government of Romania

Mr. Marcel Ciolacu is a Romanian politician, currently serving as the Romanian Prime Minister of the Government of Romania. Previously, Mr. Ciolacu was the President of the Chamber of Deputies of the Parliament of Romania. Mr. Ciolacu is a seasoned statesman with years of experience at all levels of government, starting from 2005, when he assumed his first high-ranking position in the public sphere as the interim prefect of Buzau County. He was then elected Deputy Mayor of Buzău municipality for a four-year term in 2008. In 2012, he won his first mandate as a Deputy in Parliament.

In 2016, Mr. Ciolacu was re-elected as a member of the Romanian Parliament, and in June 2017 he was appointed Deputy Prime Minister, remaining in office until January 2018. In 2018, he became the president of the Joint Special Commission of the Chamber of Deputies and the Senate for drafting the first-ever Administrative Code Act.

Mr. Ciolacu is currently the President of the Social Democratic Party of Romania (PSD).

He has a bachelor degree from the Faculty of Law. He also pursued a master’s degree in Public Administration at the National School of Political and Administrative Studies. He completed postgraduate courses in national security,economics, and administration.

Mr.Sebastian Burduja

Ministry of Energy, Romania

Mr. Sebastian Burduja is a Romanian politician, currently serving as the Romanian Minister for Energy. Previously, Mr. Burduja was the Romanian Minister for Research, Digitalization and Innovation.

Until August 2019, he was the president and founder of the Youth Civic Action Platform (PACT) party, launched in January 2016. He founded and led the League of Romanian Students Abroad (LSRS) and the CAESAR Foundation (Center for Access to the Expertise of Romanian Students and Graduates).

He is awarded the license degree at Stanford University, a double master degree at Harvard University and a PhD at Bucharest Academy of Economic Studies.

Mr. Dan Dragan

Secretary of State, Ministry of Energy, Romania

Will be joining us virtually and will participate online at the event.

Mr. Dan Dragan is currently the Secretary of State in the Romanian Ministry of Energy, in charge with the implementation of Romania’s Energy Strategy; the approval, monitoring and implementation of state aid schemes in the field of energy; as well as the coordination of the development and approval of documents and procedures related to the evaluation of renewable energy projects, financed with European funds.

In prior to his position, Mr. Dragan was the State Secretary within the Romanian Ministry of Economy, Energy and Business Environment.

Mr. Dragan has a wide business acumen in the energy sector field, having previously occupied several management position in companies operating in the energy sector, over a span of two decades.

Mr. Florin-Marian Spataru

State Counsellor, Prime Minister’s Office, Romania

Will be joining us virtually and will participate online at the event.

Mr. Florin-Marian Spataru is currently the State Counsellor within the Prime Minister’s Office.

Between 2021 – 2023, Mr. Spataru was the Minister of Economy of Romania, responsible for the implementation of the government’s economical strategy and programs, industrial policy, defense industry, mineral resources non-energy and sustainable development, consumer protection, quality infrastructure and market surveillance.

He previously occupied the position of Board Member in charge of Human Resources and Corporate Sector, within Damen Mangalia Shipyard.

Mr. Lucian-Ioan RUS

Secretary of State, Ministry of Entrepreneurship and Tourism, ROMANIA

Will be joining us virtually and will participate online at the event.

Since January 2022, Mr. Lucian-Ioan Rus is the Secretary of State within the Ministry of Entrepreneurship and Tourism.

In prior to this position, Mr. Rus was the Administrator of the Romanian National Company for Gold, Copper and Iron (CNCAF) Minvest Deva, state-owned company whose object of activity is the extraction and processing of copper, gold-silver, ferrous, polymetallic ores and quarry products and ballast.

Between 2016-2020, he held the position as county counsellor for the Hunedoara County Council.

Mr. Rus has a Bachelor degree from the Faculty of Law and European Institutions from the “Lucian Blaga” University in Sibiu.


President, Romanian Energy Regulatory Authority,ROMANIA

Will be joining us virtually and will participate online at the event.

Mr. George Niculescu is currently the President of the Romanian Energy Regulatory Authority (ANRE), a position which he has held since April 2023.

Prior to occupying this position of great responsibility at the national level, Mr. Niculescu has been Secretary of State in the Ministry of Energy, where he dealt especially with problems and topics related to electricity, natural gas and oil, as well as with energy security matters in the energy transition context.

Previously to his appointment in the Ministry of Energy, Mr. Niculescu held the position of Governor for Constanta County, between December 2019 – October 2020, managing the activity of the Government at the local level, the decentralized public services of the ministries and other bodies of the central public administration in the administrative-territorial unit.

As President of ANRE, Mr. Niculescu coordinates the development, approval and monitoring of the application of the mandatory regulations at the national level necessary for optimal functioning of the electricity, heat and natural gas market in conditions of efficiency, competition, transparency and consumer protection. Also, Mr. Niculescu contributed substantially to the process of developing several laws in the field of energy and participated to numerous national and international conferences in the field of energy as keynote speaker.

Mr. Niculescu holds a BA in Law (2004) and an MBA in Energy Entrepreneurship (2018), both qualifications being conferred by the Academy of Economic Studies from Bucharest.

In addition to all of the above, Mr. Niculescu has excellent leadership, teamwork and communication skills.

Mr. Stefan Alexandru TINCA

Ambassador of Romania to the Republic of Turkey

Mr. Ștefan Alexandru Tinca was appointed as Ambassador of Romania to the Republic of Turkey in November 2020. In prior to that, between October 2012 and April 2016, he was the Ambassador of Romania to the Kingdom of Belgium.

Between 2007 and 2011, he was appointed Director General for Political Affairs (DGAP) and Political Director of the MFA. From April 2011 until July 2012, he was appointed Director General for Regional Affairs within the MFA (dealing with East- Central Europe, the Western Balkans, Central Asia and regional cooperation). Between April 2017 to January 2021, he was the Political Director of the MFA.

His main areas of expertise include: security and defence, transatlantic relationship, regions of particular interest for Romania, such as the Balkans, Black Sea, the Eastern neighborhood, Russia. He is the author of many articles and studies about Europe, security, Russia, Transatlantic relationship, the Black Sea.

Mr. Tinca is a graduate of the Faculty of Mathematics, University of Bucharest (1995). He attended, in the period 2001-2008, a PhD program in international relations at

Babeș-Bolyai University, Cluj Napoca (Romania), Faculty of History.

Mr. Niculae HAVRILET

Vice-President for Governmental and Institutional Affairs, Romanian Energy Center

Mr. Niculae Havrilet is the vice-president of the Romanian Energy Center Association, in charge of the governmental and institutional affairs. He graduated from the Technical University of Cluj-Napoca, Romania. After graduation, he started his professional carrer in the Romanian company Romgaz, working especially in the natural gas distribution activities. Between the years of 2000 – 2001 he served as President of the newly established State Domains Agency.

From 2002 until 2012, he was General Secretary for Romanian National Professional Association for Natural Gas Sector (ANPROGAZ). During 2012 – 2017, he held the position of President of ANRE, the national regulatory authority in energy and actively took part in the most important decisions regarding the transformation of the energy sector such as: stock exchange listing of the state-owned companies Transelectrica, Transgaz, Romgaz, Nuclearelectrica; the privatizion of Electrica company on the stock markets in Bucharest and London; the full liberalization of electricity and natural gas markets; establishing the 4M Market Coupling (4M MC) CZ-SK-HU+RO; supporting the development of electricity production capacities from renewable sources by managing the GC support system fulfilling the 2020 EU target; OTS’s certification as ISO; approval of the specific exemption for BRUA corridor.

As of 2017 up to 2019 he worked in the Ministry of Energy as a personal advisor
to the Minister of Energy, and since December 2019, until March 2021, he acted in the position of Secretary of State in the Ministry of Economy, Energy and Business Environment, as head of the Department of Energy.

Mr. Rares Stefan BURLACU

President of Romanian Agency for Investment and Foreign Trade

Mr. Rares Burlacu is the President of Romanian Agency for Investment and Trade. He has a PhD from École Nationale d’Administration Publique from Montreal.

Having emigrated to Canada in the mid-2000s, Mr. Burlacu was active in the Romanian community in Montreal. In 2018, he was awarded at the Chambre de Commerce Roumaine du Québec (CCRQ) gala for the “Administration et Gouvernance” category.

He has initiated, over time, missions to “export” Québec’s expertise in public administration to Romania, a partnership resulting in the emergence of a think-tank whose studies are carried out in the area of extreme events; he also facilitated the invitation of a former prime minister of Romania to Canada to promote the Global Economic and Commercial Agreement between Canada and Romania through the European Union. Through his activities Mr. Burlacu, has supported the creation of business relations between Canadian private companies and the Romanian authorities.


President of National Union of Romanian Employers (UNPR)

Mr. Ioan Lucian is the President of National Union of Romanian Employers (UNPR), since 2016. The Union is constituted as a non-governmental, non-profit and non- political organization, being comprised pf companies from the private sector with full Romanian, mixed or foreign capital. UNPR was established in 1991, as a union of employers’ federations, with its own patrimony and legal personality. Apart from the county branches, UNPR also includes professional associations from various fields of activity, representing branches and sub-branches of the national economy. The purpose of the Union is to represent, promote and defend the interests of its members, especially small and medium-sized companies.

Going through a deep restructuring process, UNPR presents itself today as the most active and dynamic employers’ confederation in Romania, being present in 24 counties of the country with member companies from all economic fields.

In prior to his position, Mr. Lucian was the President of the Federation of Employers of Bihor County for over 20 years.

As the President of UNPR, Mr. Lucian has a wide expertise and has been a constant advocate for the development of the Romanian SME sector, having initiated programs, projects and supporting reforms in the SME sector. He has been a speakerat multiple trade and business development conferences and events.

Mr. Adrian BOROTEA

President of the Energy Commission of the National Union of Romanian Employers (UNPR)

Mr. Adrian-Remus Borotea is the President of the Energy Commision of the National Union of Romanian Employers (UNPR).

In prior to his current position, Mr. Borotea was the Group Strategy Director at CEZ Romania, managing the CEZ Group strategy in Romania, including  Sustainability – ESG; promoting the Group’s interests at the European Commission; actively lobbying to the Parliament, Government, ministries, ANRE, Competition Council; representing the Group’s interests in front of investors, clients, suppliers, associations; coordinating access to EU financing; and managing M&A activities; and the Regulatory Affairs Director at CEZ Romania, where he managed the Regulatory Agenda for the entire CEZ Group in Romania (electricity distribution, supply, wind production and hydro generation), leading the first successful unbundling in Romanian electricity sector, EnergoNuclear Project.

Between 2000 – 2006 period, he occupied several senior positions within the Romanian Regulatory Authority for Energy (ANRE), including Vice-Chairmain of ANRE, being responsible for the coordination of main directions – tariffs, licensing, market development and approval, within the the Regulatory Committee, of the  electricity and heat regulations, plus operational management (financing HR, IT, customer protection, mass-media, international cooperation, quality, solving disputes and controlling).

Mr. Borotea graduated from Bucharest Polytechnical University, holding a Graduate Diploma Enginner at the Power Engineering Faculty. He also underwent an Executive MBA at the University of Pittsburgh and holds a Professional Diploma in Management from the Open University Business School from UK.

During his professional career, Mr. Borotea participated as a key speaker from the position of senior expert on the energy sector at numerous national and international conferences, workshops and trainings.

Mrs. Laura Ciuhu

First Vice-President of the National Union of Romanian Employers (UNPR)

Since 2020, Mrs. Laura Ciuhu is the First Vice-President of UNPR and President of the International Relations Commission.

From her position, Mrs. Ciuhu has been involved in the last 5 years in signing strategic collaboration partnerships with business organizations and associations from the most important European countries. She was actively involved in promoting Romanian companies internationally and bringing foreign investors to Romania in strategic fields such as the textile industry, IT, energy.

Laura Ciuhu is a businesswoman who has investments in five strategic domains: consulting, green energy, production, technical installations and maintenance, audit and accounting.

Due to the results obtained as a businesswoman and as one of the leaders of UNPR, Mrs. Ciuhu received in 2023 the international recognition as ”Lady of the Decade” in Belgrade, Serbia.

Mr. Mesut GULER


Mr. Mesut Guler is the founder and CEO of ENEXUS RENEWABLE, being a results driven and visionary CEO with a strong background in the solar energy industry. He is committed to leading his solar energy company towards sustainable growth and global impact, through his leverage of expertise, leadership skills and strategic acumen.

Mr. Guler fostered a culture of innovation and sustainability, driving the development and implementation of cutting edge solar technologies and solutions. He has cultivated strategic partnerships with key stakeholders, including government agencies, industry associations, and investors, to drive collaboration and secure funding for company initiatives.

He has a Bachelor degree in Justice at Anadolu University (2014) and a Bachelor degree in Industrial Engineering at Cankaya University, Ankara (2009).

Mr. Ibrahim AKGUN


Mr. Ibrahim Akgün is the CEO of Saves Energy Inc. Co. which operates in the renewable energy sector with hydro and solar power plant investments. Mr. Akgun has wide experience in project management, business development and legal processes in leading energy companies in the energy sector.

Prior to joining Saves Energy, Mr. Akgün worked in companies based in Istanbul, Ankara, and Denizli, specializing in electricity distribution and generation. He served as the Legal Process Manager for Konya Karapınar Solar Power Plant, the largest single-location solar power plant in Europe, with a capacity of 1000 MWe. Mr. Akgün also held the position of Legal Process Manager for Turkey’s first integrated PV Factory with a capacity of 1200 MW in ingot, wafer, cell and module facilities, which is an integral part of the aforementioned project. Additionally, he served as the Legal Process Manager for the Çayırhan B Thermal Power Plant project, which has a capacity of 800 MWe.

Mr. Akgün, has played a leading role in the establishment of SAVES ENERGY INC. CO., targeting renewable energy investments and in a short period of time, the corporation has reached an installed capacity of approximately 250 MW and a trading volume of 100 MW. SAVES ENERGY INC. CO. has decided to invest in the Romanian Renewable Market, through the establishment of SAVES ENERGY ROMANIA SRL in Q1 of 2023.

He graduated from Istanbul Technical University (ITU), Faculty of Engineering, Petroleum & Natural Gas Engineering.

Mr. Kenan GULER

Business Development Director, SAVES ENERGY ROMANIA S.R.L.

Mr. Güler has experience in engineering, project management, business development and legal processes in leading investment firms in the energy sector.

Prior to joining Saves Energy, Mr. Güler worked in a Turkish investment firm in Kosovo as a Project Manager, Plant Manager, and Business Development Manager. During this time, he was involved in the permitting, approval and licensing processes for the 32.4 MW Kitka RES project, and subsequently held the position of Plant Manager. Additionally, he was involved in the development of the 35 MW Kamenice I WPP, 35 MW Kamenice II WPP, and 30 MW Kamenice III Solar PP projects.

Mr. Güler served as the Thermal Project Manager responsible for the 800 MWe Çayırhan B Thermal Power Plant project, also working on the planning and project stages of the same company’s 1000 MWe Konya Karapınar Solar Power Plant and PV Factory investment projects.

He joined Saves Energy Romania SRL in 2023, currently holding the position of Business Development Director responsible for international renewable energy investments.

Mr. Güler graduated from Gaziantep University, Faculty of Engineering, Textile Engineering Department. He also underwent two years at Chinese Language

Department of Shanghai University between 2007-2009.

Mrs. Laura CIUHU


Mrs. Laura Ciuhu is the CEO of OLY ENERGY SOLUTIONS and founder of LARA GROUP, Romanian group of companies which operates in multiple sectors: Energy, HVAC, Audit, Consulting, Textile and Food.

Since 2020, Mrs. Ciuhu is the First Vice-President of the National Union of Romanian Employers (UNPR).

She has wide expertise in multiple areas of the renewable energy sector, including, but not limited to:
a) Consulting Services for obtaining Setting-Up Authorizations, Energy Production Licenses and Approvals for renewable energy projects with installed capacity of over 150MW.
b) Commercial Operation of renewable energy capacities, having managed 908 MW of installed capacity, which represents a market share of 18% of the total national market.
c) Consulting Services for Providing access to grants/financing for renewable energy capacities in 2023 alone: 15 million EUR.

Her goal is to make ideas real, by helping clients have durable improvements in their business, adhering to the following values: competences, integrity, seriousness, responsibility, commitment and high ethical standards.

Mrs. Ciuhu has a Bachelor degree in Accounting at the Academy of Economic Studies in Bucharest, being is a certified Chartered Accountant (CECCAR), Certified Financial Auditor (Chamber of Financial Auditors in Romania), Certified Tax Advisor (Chamber of Tax Advisors in Romania) and a Certified Valuation Expert in Romania.

In addition to all of the above, Mrs. Ciuhu has excellent leadership, talent development, project management, problem solving, decision-making and communication skills.

Mrs. Nurşah KAHRAMAN

Foreign Trade Manager, KAHRAMAN ENERGY S.R.L.

Ms. Kahraman is one of the Founding Partners of Kahraman Law & Consultancy (Türkiye), having followed the Faculty of Law at Baskent University and the LLM Programme for International Commercial Law at the City University of London.

Ms. Kahraman is also the Foreign Trade Manager of Kakraman Energy S.R.L., company which is already investing in the Romanian renewable energy sector.
